What is Turkish Accessibility Directive ?

As of June 21, 2025, a new directive published in the Official Gazette mandates that a wide range of organizations—from public institutions to private sector entities—must comply with accessibility standards for their websites and mobile applications. This regulation aims to ensure that people with disabilities and the elderly can access digital services on equal terms with everyone else.

Accessibility means that digital content and services can be used by everyone without the need for additional assistance. In this context, accessibility emerges as a fundamental requirement for individuals with disabilities, older adults, those with temporary impairments, and anyone with limited interaction with technology.

To achieve this goal, the technical standard set for the accessibility of websites and mobile applications is the Web Content Accessibility Guidelines (WCAG) 2.2 Level A.

What Does the Directive Include?

The directive announces the establishment of a “Monitoring Commission for the Accessibility of Websites and Mobile Applications,” which will operate under the leadership of the Ministry of Family and Social Services.

Additionally:


Each responsible public institution, university, or private legal entity is required to form an “Accessibility Review Commission” within their organization. These commissions will evaluate the technical accessibility of their institution’s website and mobile application, prepare a report based on their findings, and submit it to the Monitoring Commission.

At the end of the monitoring process, websites and applications found to be accessible will be granted the “Accessibility Logo,” which may be used for a period of two years, as authorized by the Ministry of Family and Social Services.

Within one year, public institutions and affiliated organizations, and within two years, private sector websites and applications are required to comply with WCAG 2.2 standards.

Who Is Responsible for This Obligation?

According to the directive, the institutions that must ensure their digital products are accessible include:

  • Public institutions and universities
  • Municipalities, publicly-owned companies, and subsidiaries
  • Private hospitals and banks
  • Private schools authorized by the Ministry of National Education
  • E-commerce websites
  • Telecommunication companies with over 200,000 subscribers
  • Travel agencies
  • Private transportation companies offering passenger services
